When all_campaigns is false, the submitted campaign_ids are pruned
to only those that still resolve to a visible campaign (owner + agents
scope) in the groups database, dropping orphans silently. The purge
is best-effort: if the groups connection is unavailable, the
submitted ids are persisted unpruned rather than being wiped out.
