DELETE /api/devices/{device} (whatsapp-preverified-number-assignment D24; spec device-number-release, "Deleting a device is an explicit release of that row"). Same authorization and routes as before (owner; API keys with operate; can:payment-valid). Both modes. Inside the account section: 409 operation_in_progress while a Meta signup holds a live number reservation on the row; otherwise a deleted audit event (actor user:{id}, source: api_key for an API key; it survives the deletion) and the physical deletion. After the commit: best-effort provider teardown (QR unsubscribe(), Meta webhook unsubscription, never /deregister) and 1:1 back on for the QR sibling. A connected row may still be deleted. A teardown failure is logged and does not fail the request (200)

⚠️ Operación irreversible. No hay papelera ni deshacer: resetear o limpiar un número mata su sesión de WhatsApp (hay que volver a escanear el código), purgar la cola descarta los mensajes encolados sin dejar registro de lo descartado, y los borrados eliminan el recurso.
